Section 508 IT Subject Matter Expert (SME)

Savantage Solutions is seeking a 508 IT Subject Matter Expert to join our technical team to serve as a source of expertise to interpret Section 508 standards and the use of Section 508 tools. The ideal candidate will ensure the team performs complete audits and validation testing on software and documents, based upon accessibility guidelines. 

Duties and Responsibilities:

  •  Develop overall strategies for continual improvement and maintenance of the S508 Accessibility Program. o
  • Understand how Section 508 and related accessibility laws, regulations, and standards apply to the procurement, development, maintenance, and use of ICT. Serve as an SME on S508 standards and the use of S508 tools.
  • Address compliance requirements in design, acquisition, development, and maintenance life cycles and processes.
  • Address compliance requirements and into the agency’s enterprise architecture.
  • Address S508 compliance and execution of policies and procedures for the agency's S508 Accessibility Program.
  • Facilitate communication between S508 stakeholders in the execution of their roles and responsibilities.
  • Participate in external S508 forums to maintain awareness, obtain lessons learned and best practices, and address any DTRA topics.
  • Coordinates and performs training and outreach to inform and build support with program stakeholders.
  • Develop and brief metrics. o Coordinate with stakeholders to remediate non-compliant ICT.
  • Recommend potential remediation solutions and best practices related to service offerings, processes, and deliverables.
  • Identify software, internal and external facing websites, and IT systems in the scope of accessibility testing.
  • Maintain DTRA’s external and internal S508 SharePoint sites to improve awareness, clarify roles and responsibilities, provide guidance, and identify training opportunities.
  • Draft standard operating procedures, support the implementation of changes/new controls, and perform research or analysis to revise guidance. Provide recurring progress reports, outlining milestones, challenges, and lessons learned.
  • Provide quality assurance functions to include reviewing completed work for accuracy of data and information, compliance with applicable laws, accounting standards and regulations, and error-free documentation before submission to Government.
  • Support key tasks and activities of the DTRA CIO’s ITG Program.

Knowledge, Skill, and Abilities:

 The candidate must have:

  • Minimum 10 years of IT Technical and Program Management
  • Experience with:
    • Leading project initiatives.
  • Risk assessment, planning, and management. Evaluating technical architectures for accessibility impacts.
  • Assessing and defining development and procurement activities to support 508 compliances. Performing Section 508 governance activities.
  • Supports technology acquisition activities.
  • Developing and delivering training.
  • Communications planning and delivery.
  • Help desk support and complaint management.
  • Performing technology research.
  • Understanding how assistive technologies work.
  • At least 5 years of DoD capital investment planning, strategic planning, technical analysis and compliance activities.
  • Establishing policies and procedures.
  • Measuring, monitoring, and reporting on performance goals.

Education and Certifications:

  • Minimum bachelor’s degree (Graduate degree preferred)
  • Department of Homeland Security (DHS) Trusted Tester (within 3 months of hire)
  • Knowledge of:Section 508 law and technical standards and how to apply them.
  • Interdependencies between Sections 508, 504, and 501 of the Rehabilitation Act.
  • Federal Acquisition Regulations (FAR).
  • Project Management Professional (preferred)
